Some of us think that the Communist Wing are so

powerful that they will carry their own policy into effect,

whilst others think that the Anti-Communist Party will be

able to call a halt when they think the moment propitious.

Might we suggest that when you wire to Shanghai

(if you do) you add the following:-

In the opinion to the Canton British Chamber of

Commerce, the Communist Party is of considerable strength

in Canton Government on account of its alliance with the Trade

Unions and that it is questionable whether the Right Wing will

be able to call a halt to Communist activities when Nationalist

aspirations have been satisfied.
